{"id":10338,"date":"2025-04-10T18:52:10","date_gmt":"2025-04-10T18:52:10","guid":{"rendered":"https:\/\/jewishpublicaffairs.org\/?p=10338"},"modified":"2025-04-11T15:39:56","modified_gmt":"2025-04-11T15:39:56","slug":"dhs-letter","status":"publish","type":"post","link":"https:\/\/jewishpublicaffairs.org\/press-release\/dhs-letter\/","title":{"rendered":"JCPA Responds to DHS Social Media Screening Policy for Immigrants"},"content":{"rendered":"<p><i>On April 9, 2025, the Department of Homeland Security (DHS) announced that it will begin screening the social media activity of applicants for lawful permanent resident status and foreign students for antisemitic content.\u00a0<\/i><\/p>\n<p><em>In response to this announcement, Amy Spitalnick, CEO of the JCPA, sent the following letter to Secretary Kristi Noem asking a number of questions about this policy and how it will be implemented:<\/em><\/p>\n<p style=\"padding-left: 40px;\"><span data-contrast=\"auto\">Dear Secretary Noem: <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span data-contrast=\"auto\">I am writing regarding this week\u2019s announcement that\u202fapplicants for lawful permanent resident status and foreign students will have their social media screened by U.S. Citizenship and Immigration Services (USCIS)\u202ffor \u201c<\/span><a href=\"https:\/\/www.uscis.gov\/newsroom\/news-releases\/dhs-to-begin-screening-aliens-social-media-activity-for-antisemitism\"><span data-contrast=\"none\">antisemitic activity.\u201d<\/span><\/a><span data-ccp-props=\"{&quot;335559731&quot;:720}\">\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span data-contrast=\"auto\">Make no mistake: the threat of antisemitism is real and rising in the United States and around the globe.\u00a0<\/span><span data-ccp-props=\"{&quot;335559731&quot;:720}\">\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span data-contrast=\"auto\">At the same time, this new policy raises significant questions as to how it will be applied \u2014 particularly as many in the Jewish community have already expressed deep concerns about how our legitimate fears of antisemitism are being used as the pretext to advance policies that undermine rights such as due process and our core democratic norms, which ultimately threatens the safety of Jews and all communities.<\/span><span data-ccp-props=\"{&quot;335559731&quot;:720}\">\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span data-contrast=\"auto\">We would be grateful for your answers to the following questions:<\/span><span data-ccp-props=\"{&quot;335559731&quot;:720}\">\u00a0<\/span><\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li data-leveltext=\"%1)\" data-font=\"Aptos\" data-listid=\"4\" data-list-defn-props=\"{&quot;335552541&quot;:0,&quot;335559685&quot;:1080,&quot;335559991&quot;:360,&quot;469769242&quot;:[65533,0],&quot;469777803&quot;:&quot;left&quot;,&quot;469777804&quot;:&quot;%1)&quot;,&quot;469777815&quot;:&quot;hybridMultilevel&quot;}\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">How will the USCIS determine whether a social media post is considered to be antisemitic?\u202f<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\"><span data-contrast=\"auto\">To date, the administration has been focused on antisemitism from the political left and on university campuses; at the same time, it has <\/span><a href=\"https:\/\/news.bgov.com\/bloomberg-government-news\/trump-administration-to-toss-biden-domestic-terrorism-strategy\"><span data-contrast=\"none\">cut programs<\/span><\/a><span data-contrast=\"auto\"> and <\/span><a href=\"https:\/\/www.reuters.com\/world\/us\/fbi-scales-back-staffing-tracking-domestic-terrorism-probes-sources-say-2025-03-21\/\"><span data-contrast=\"none\">resources<\/span><\/a><span data-contrast=\"auto\"> dedicated to monitoring and countering white supremacist, neo-Nazi, and anti-government antisemitism and extremism \u2014 such as the extremism that inspired the deadliest attack on the Jewish community in American history at Tree of Life in Pittsburgh.<\/span><span data-ccp-props=\"{&quot;335559731&quot;:720}\">\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span data-contrast=\"auto\">According to <\/span><a href=\"https:\/\/www.adl.org\/resources\/report\/murder-and-extremism-united-states-2024\"><span data-contrast=\"none\">data released by the Anti-Defamation League (ADL)<\/span><\/a><span data-contrast=\"auto\"> in February this year, \u201cAll the extremist-related murders in 2024 were committed by right-wing extremists of various kinds, with eight of the 13 killings involving white supremacists and the remaining five having connections to far-right anti-government extremists. This is the third year in a row that right-wing extremists have been connected to all identified extremist-related killings.&#8221;\u00a0<\/span><span data-ccp-props=\"{&quot;335559731&quot;:720}\">\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span data-contrast=\"auto\">This finding echoes the conclusion of President Donald Trump\u2019s Department of Homeland Security which, in its <\/span><a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/publications\/2020_10_06_homeland-threat-assessment.pdf\"><span data-contrast=\"none\">October 2020 \u201cHomeland Threat Assessment\u201d<\/span><\/a><span data-contrast=\"auto\">, found that domestic violent extremists were \u201cthe most persistent and lethal threat\u201d in the United States.\u00a0<\/span><span data-ccp-props=\"{&quot;335559731&quot;:720}\">\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span data-contrast=\"auto\">Will &#8220;antisemitic activity&#8221; also include such extremism?<\/span><span data-ccp-props=\"{&quot;335559731&quot;:720}\">\u00a0<\/span><\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li data-leveltext=\"%1)\" data-font=\"Aptos\" data-listid=\"4\" data-list-defn-props=\"{&quot;335552541&quot;:0,&quot;335559685&quot;:1080,&quot;335559991&quot;:360,&quot;469769242&quot;:[65533,0],&quot;469777803&quot;:&quot;left&quot;,&quot;469777804&quot;:&quot;%1)&quot;,&quot;469777815&quot;:&quot;hybridMultilevel&quot;}\" aria-setsize=\"-1\" data-aria-posinset=\"2\" data-aria-level=\"1\"><span data-contrast=\"auto\">The announcement states that \u201caliens affiliated with educational institutions linked to antisemitic activity\u201d will be denied entry.
